On Wednesday, 20th July 2016, Office for the Rights of Persons with Disabilities and coalition of NGOs introduced the English version of their Zero Report on the situation with the rights of disabled people in Belarus.
This document presents a research describing the situation with the rights of persons with disabilities at the moment of the UN CRPD signing. It touches the most problematic spheres, but, according to specialists, it is not a “collective appeal” but an attempt to describe the existing issues and to suggest the ways to solve them. The alternative Zero report will help to record the situation and will become the “zero level” (Zero report) for progress evaluation.

In February 2016 ENIL started a 48-month project in Belarus in cooperation with Mental Health Perspectives (PSP), Office for the Rights of People with Disabilities (ORPD), as well as local and governmental authorities, civil society organisations and activists. The project will involve complex capacity building for civil society organisations and civil society activists and enabling the succeeding advocacy efforts by them, aimed at eventually dismantling the current institutional social care system, through da-institutionalisation.
