ENIL Demands Towards the European Parliament Elections in 2014

These ten demands have been agreed by the Board of the European Network on Independent Living and should help us ensure that the Independent Living of disabled people is given the attention it deserves by those standing in the European Parliament elections in 2014.

  1. Implement the right to live independently and be included in the community, as set out in Article 19 of the UN Convention on the Rights of Persons with Disabilities.
  2. Introduce a dedicated Commissioner for Disability, to ensure that the rights of people with disabilities receive the needed attention across all the policy areas.
  3. Ensure correct use of terms such as “independent living”, “community-based services” or “deinstitutionalization”, respecting how they are defined by the independent living movement (for definitions of the key terms, please see: www.enil.eu/policy/).
  4. Use the European Structural and Investment Funds to support Personal Assistance schemes run by centers for independent living and disabled people’s organisations.
  5. Stop investing EU funds into institutions for disabled people, regardless of their size.
  6. Provide more funding for local and national non-governmental organisations led by disabled people, including for activities that will empower disabled young people to learn and to be active citizens.
  7. Reverse cuts in services and benefits for disabled people, which negatively impact on their right to independent living.
  8. Ensure access of disabled people to mainstream services, instead of supporting special solutions (in employment, education and other areas).
  9. Strengthen the protection of disabled people against discrimination (in all areas) at the EU level.
