ENIL’s Analysis of the Council Conclusions on Independent Living

Earlier this month, the EPSCO Council adopted conclusions on ‘Enhancing Community-based Support and Care for Independent Living’. This is a significant development, as it puts Independent Living, and deinstitutionalisation, high on the EU agenda and sets out recommendations for the European Commission, the Member States and the Social Protection Committee (SPC). Although the EPSCO Council Conclusions are not hard law, they are a strong statement of intent (agreed by all Member States) and should guide the development of laws, policies and practice in the EU.

Thе paper explains the Council Conclusions, by setting out its positive elements and pointing to areas of concern. It is an initial analysis by the European Network on Independent Living (ENIL), to be followed by more detailed commentaries and recommendations on how to ensure that any measures taken by the Member States, the European Commission or the SPC facilitate the implementation of Article 19 of the UN Convention on the Rights of Persons with Disabilities (‘CRPD’).
