Real progress on Independent Living in Serbia

The impact of having Gordana Rajkov as the first disabled MP has led more disabled people to become involved with politics, initially at a local level. Rajkov has influenced the disability movement and policy development at both national and level level, promoting the idea that  “disability could be the investment – not a burden”.

CIL members – Julijana Catalinac from Sombor, Dusko Savic from Smederevo and Svetislav Marjanovic from Leskovac are on the lists of three political parties and have very good chances to become members of local city councils. Southern European Region of ENIL coordinator, CIL Sofia (Bulgaria)

A Southern European Region of ENIL has been in existence since the beginning of 2012.The Region is coordinated by the Centre for Independent Living in Sofiaand personally overseen by Peter Kichashki. Although CIL Sofia  is well-known in the Region for promoting independent living, Peter is a relatively new face – a young, energetic and remarkably smart guy who won’t be held back from being part of a good cause by any barrier. Despite his youth he has a lot of experience in fighting discrimination through taking cases to the Bulgarian Anti-Discrimination Board. At the moment he is studying Law at theNewBulgarianUniversity.

Centre for Independent Living Sofia was set up in 1995 and since then has been mainly involved in political work to promote independent living. During its years of hard work, CIL Sofia has managed to assemble a network of friends and supporters to fight for a shared cause and make serious efforts to achieve  Independent Living aims inBulgaria. CIL Sofia has enjoyed a lot of media coverage and public attention: its media monitoring report for the past year shows more than 90 pages of media clippings and approximately 80% of the disability issues in public debate in Bulgaria are linked to CIL Sofia activities. Such attention helps widen CIL Sofia’s network yet further. These achievements have made CIL Sofia an organisation with strong public influence in its representation of the voice of Independent Living inBulgaria.

Unfortunately,Bulgariahas turned out to be a difficult place to embed IL policies in the mainstream –Bulgariais among the very few European countries, which have not ratified the UN CRPD yet. Government plans to have the ratification voted on in 2012. We believe that this will make a huge difference and will mark a turning point after which the Government will no longer be  able to practice its  old habits of ignoring the rights of disabled people.

15 years of independent living initiatives in Serbia

CIL Serbia LogoCIL Serbia from its foundation has been working on providing the condition for PA service establishing and development.

The result of the 2-year pilot project from 2003 and 2005 and local advocacy activists is that 4 municipalities (Sombor, Smederevo, Jagodina and Leskovac) recognized the importance of the service and allocate the funds for it.

The 15 year work on capacity building, awareness raising on SPA importance and necessity and pre-condition providing for IL in Serbia resulted with the recognition of the issue by the Law against the Discrimination of PwDs, national strategy of improving the position of PwDs, Law of the professional rehabilitation and employment, and finally, the Low for the Social protection, that defines IL and services that enable IL in the community with its basic standards and conditions for potential service providers. Flemish disabled people’s organizations voice their expectations regarding personal budgets

In Belgium support and care for people with disability is a regional matter. As a consequence it makes a big difference if you live in Flanders, Brussels or Wallonia. If you want to learn more about the personal assistance schemes in Belgium you can find a lot of relevant publications on the website of the Expertise centre Independent Living. We especially recommend ‘De-institutionalization in Belgium’ by Independent Living expert Jos Huys. (Download it here)

In Flanders we have a personal assistance scheme, called PAB (Personal Assistance Budget) for many years. About 1800 people have this PAB, but over 5500 are on a waiting list. The big majority of the Flemish budget allocated for support and care of disabled people is still spent in an indirect way, by subsidizing institutions and services. Click here to read more.. »

Opening Of A New Regional Cil In Kragujevac (Serbia)

A new regional CIL was established and officially registered in Kragujevac, Serbia on 18 January 2011.

Guided by the idea that everyone has the right to choose how he or she wants to live, CIL Kragujevac represents and advocates for social approach to disability and is working on providing facilities for Independent Living of disabled persons in the city of Kragujevac.

In line with their mission and with great help from the Serbian CIL, 10 users received personal assistance through the public works programme, which they were able to get for a period of six months, from July until December 2011. They are currently struggling to keep the service running to continue working after the completion of the current public works programme. CIL Kragujevac is also actively working on finding effective ways of employing persons with disabilities, because they strongly believe that gaining economic independence is one of the key factors that are necessary to achieve independent living. Congratulations CIL Serbia!

CIL Serbia LogoCIL Serbia wants to share with all of you our joy as we have achieved something for which we fought for 10 years! We started our advocacy activities related to personal assistance service in year 2000. and since then we were promoting the idea through few action-research projects. Our main goal was to make legislative changes that would include this service in Law for social protection, as one of the regular services funded by government.
