Call for Participants: A Task Force on Independent Living Guidelines

As we all know from our daily lives, as disabled people we face a multitude of societal barriers that severely hamper our right to independent living and equal participation in society. In too many cases, we have no independent living at all.

In January 2011, the European Union committed to addressing these barriers when it became party to the UN Convention on the Rights of Persons with Disabilities (CRPD). The European Disability Strategy 2010-2020 was a starting point in the development of EU-level policy instruments. The renewed European Strategy for the Rights of Persons with Disabilities, which entered into force in 2021, offered a much more comprehensive policy agenda to be developed until 2030.

Deinstitutionalisation and the development of community-based supports and services for disabled people are at the heart of the mission to make independent living a reality. To guide Member States on this path, the European Commission is planning to issue by 2023 guidance on independent living and inclusion in the community. Specifically, this guidance will include recommendations to Member States on how to improve independent living, to enable disabled people to live in “accessible, supported housing in the community, or to continue living at home (including personal assistance schemes).”

Naturally, ENIL will doing everything in its power to ensure that these recommendations fully reflect our positions on independent living, and that they are in line with Article 19 of the CRPD and the General Comment 5.

To contribute to this process, we would like to invite you, our members, to join the

ENIL Task Force on the Independent Living Guidelines

The main purpose of the Task Force will be to draft our own guidelines/recommendations, which we can present to the European Commission by the end of 2022. We are looking for members who would like to actively contribute to the drafting process.

The drafting of our guidelines will occur in three Task Force meetings, to take place between May and November 2022. The exact dates of the meetings will be arranged via doodle surveys once there is a group of participants.
