On 19th April 2016, the Committee on the Rights of Persons with Disabilities will hold a Day of General Discussion (DGD) on Article 19 of the UN Convention on the Rights of Persons with Disabilities (CRPD) – the right of persons with disabilities to live independently and be included in the community. The inputs and outcome of the DGD, to be held in Geneva, will feed into the drafting process that will end in the adoption of the General Comment on Article 19. The aim of the General Comment will be to clarify the content of Article 19 and to address gaps in the implementation and misconceptions about the State parties’ obligations under this article.
In preparation for DGD and to assist the CRPD Committee in drafting the General Comment on Article 19, ENIL has submitted a written contribution highlighting actions that need to be taken to implement the right to independent living.
