Report on ENIL Independent Living Start Up Conference in Belgrade, Serbia

The conference background

The Regional ENIL start up conference on promotion of Independent Living (IL) in Serbia, was organized by Center for Independent Living Serbia (CIL Serbia) organized as a part of the ENIL annual work plan for the East region. The Conference took place in Belgradeon 21st – 23rd December 2011. in Holiday Inn hotel. It was supported by EU Progress Project, TACSO (Technical Assistance for Civil Society Organisations) Serbia Office and CIL Serbia

The purpose of the event

CIL Serbia LogoThe purpose of the event was to provide opportunities for disabled persons fromSerbia,Bosnia and Herzegovina,MacedoniaandBulgaria, to exchange experience on conditions, possibilities and initiatives for IL and personal assistance service in their respective countries. It was planned by ENIL that conclusions of the Conference will be further discussed at the Regional Seminar on IL that should take place at second half of 2012.

The participants of the Conference

The ENIL Conference gathered more then 60 participants in total. On the first day 46 participants took part at the Conference coming from different countries in the region, among them from

–      Bosnia and Hercegovina (from both entities Federation and Republike Srpska)

–      Bulgaria

–      Macedonia

–       Serbiafrom 9 cities[1]

 

Out of 46 participants first day there were

–       26 ILM activists and SPA users (20 from Serbia from local CIL Serbia offices, National organization of PwDs Serbia, National Association of the Rare Disease of Serbia, National Union for CPI, Association of Paraplegics “Denube” and Association “Everything  is Possible”, 2 CIL Bulgaria, 2 from Bosnia and Herzegovina: Informative Center LOTOS from Tuzla and Union of PwDOs “Biser” from Banja Luka, 2 from Organization “Polio Plus” from Macedonia)

–       20 PAs (16 fromSerbia, 2 fromBosnia and Herzegovinaand per one fromMacedoniaandBulgaria)

Second day, 14 government officials and representatives of different institution in Serbia, had joined the Conference, among them Deputy Minister for Labor and Social Policy, Assistant Minister responsible for disability issues in the Ministry for Labor and Social Policy, special advisor in the Ministry for Economy and Regional Development, Director of National Employment Agency, director National Agency for Employment Center for the Employment of PwDs, coordinator of the Team for social inclusion and poverty reduction within the cabinet of the Government vice president, representative of the EC Delegation in Serbia and TACSO office in Serbia, director National Agency for Employment Center for the Employment of PwDs, coordinator of the Team for social inclusion and poverty reduction within the cabinet of the Government vice president, representative of the EC Delegation in Serbia and TACSO office in Serbia, and a representative from the Studio Frame and Regional Informative Video Service INFOBIRO engaged by the National Agency for Employment for this occasion.
