About the film

The film tells the story of Disabled people in Hammersmith & Fulham who, starting in 2006, resisted attempts by the local council to introduce charges for essential home care support, basically, placing a price on the support needed to live independently.

What followed was eight years of sustained, grassroots campaigning led by Disabled people themselves.

In 2014, the campaign succeeded. The council scrapped the policy, with its leader stating that “disability shall not be taxed” (a landmark moment that remains in place today).

This film captures that journey:

  • the resistance against discriminatory policies
  • the power of collective action
  • and the importance of Disabled people leading decisions that affect their lives
