Topic: Right to Family for Children and Placement in Residential Care/Group Homes: Implications of the CRPD for international standards and practice
Time and place: 10th June 2019, 18:30 – 20:30, Room CR11
Description: Throughout the world, millions of children with and without disabilities grow up without family in orphanages and institutions. In recent years, internationally-funded reform programs have moved children from large institutions to residential care and group homes. The UN General Comment No.5 states that, for children, the right to community integration entails a right to live in a family. GC#5 says smaller institutions, residential care and group homes are no substitute for family. UN standards to implement the Convention on the Rights of the Child (CRC), such as the Guidelines on Alternative Care, allow placement in residential care and group homes. As the international community celebrates the 30th anniversary of the CRC, common standards and understandings are needed to inform international practice. Panelists will examine the requirements of international law, findings from scientific research and disability experiences. Sign language and English-Spanish interpreters provided.
