🚨 We will not let our rights be taken away.
The reforms to the Personal Budget Decree, the “PVB decree”, proposed by the government of Flanders are a serious infringement on our rights. They touch upon the freedom, autonomy, and fundamental rights of people with disabilities. What is presented as progress threatens to give people less choice, less control, and more dependence.
These reforms do not strengthen. They weaken.
⚖️ What is at stake
We see a clear shift:
• less access to a personal budget
• less freedom of choice and personal assistance
• more dependence on care & support organizations
• weaker legal protection and persistent waiting lists
• less voice for people with disabilities
This determines whether people can continue to steer their own lives.
❌ What we do not accept
We refuse a system that pushes people back into dependence.
We say NO to:
• exclusion from a personal budget
• reduction of freedom of choice and control
• limitation of personal assistance
• weakening of legal protection
• ignoring the voice of persons with disabilities
You don’t just cast aside 40 years of struggle for autonomy and Independent Living.
✅ What we DO ask for: No dismantling. Progress.
That is why we demand:
• an enforceable right to support
• immediate allocation of budgets upon recognition
• full freedom of choice and controle in support
• transparency regarding rights, procedures, and budgets
• strong opportunities to challenge decisions
• the voice of the individual at the center
Support is not a favor. Autonomy is not a luxury. They are rights.
⏳ This is the tipping point.
The reforms have not yet been decided. So we must speak now.
What is decided today will determine our lives tomorrow.
If we remain silent, this will become the norm.
