ENIL Launches Independent Living Survey

The European Network on Independent Living is launching its first Independent Living Survey, with the aim of getting a better picture of access to Independent Living in Europe. Responses will be analysed and published in December 2020.

The Independent Living Survey should be completed by disabled people, DPOs or NGOs familiar with access to Independent Living and/or provision of Personal Assistance (PA), ideally by or in close consultation with PA users. French translation of the survey will be available shortly and we are hoping to provide a German translation as well.

This survey follows Personal Assistance tables, published by ENIL in 2013 and 2015, and draws heavily on the PA Checklist – A Tool for Assessing Personal Assistance Schemes, published in 2019. It also includes additional questions relating to implementation of Article 19 of the UN Convention on the Rights of Persons with Disabilities (CRPD). It consists of two sections: a general section on Independent Living, and detailed information about the PA scheme/policy.

The general section on Independent Living should be completed by everyone, whereas information about the PA scheme/policy should only be completed for those countries where PA is available in some form. All questions are presented as multiple choice and the survey should take no longer than 30 minutes to complete.
