There is great need to expand access to disability services in line with the 18 Pillars on Independent Living. We want to make sure that every disabled person who requires it can get personal assistance, the personal budget, housing, employment support, decision-making support and many more services.

 

The new EU long-term budget will have approximately EUR 1,98 trillion at its disposal. The resources to finance the services we as disabled people need exist.  

In our FURI project we discovered that the has spent EUR 105,54 Million on the construction or renovation of 23 institutions. Recently, we discovered substantial investments in institutions in Spain.

At the same time the European Social Fund Plus is financing the provision of personal assistance in Portugal with EUR 36 million. In 2028 the project could come to an end, thousands of disabled people could be left without personal assistance.

We need to prevent that from happening!

We are demanding an end to the financing of institutions and sheltered employment, so that the massive amounts of resources allocated in these fundamental rights violating and unsustainable services become available for the services that truly work. 

For the next EU-Budget we demand:  

  • Make the implementation of the UN CRPD a core objective 

  • Increase the earmarking for social inclusion and equal treatment 

  • Guarantee accountability by involving DPOs in all decisions and establishing performance indicators  


The EUFunds4IndependentLiving Coalition


ENIL has prepared amendments to the key regulations that will govern the next 7-year EU-Budget. Our amendments are being distributed to Members of the European Parliament who are going to vote on those laws and national governments and parliaments.

To make an impact, we need to show that we have support.

That is why we are launching the EUFunds4IndependentLiving Coalition. We are inviting organisations from the European, national, regional and local level to join, to endorse our amendments and together with us, produce more.

  • NCPD Northern Ireland Autistic (Advocacy)Council

All services that segregate are to be replaced by services defined in the 18 Pillars of Independent Living.
